I think I would go with the cement, if the cost is not a problem. I think it would be a smoother surface and much cooler than asphalt.
If you want to finally go with the cement industry. Its expensive, but is very solid!
If you want cheaper to go with asphalt.
For a normal, I would personally go with asphalt, because they probably do not need in a good condition for 30 years. Even in this economy could save a lot!
